The Interim University Council guiding UM2 Yangon forward
The Chancellor serves as the senior executive of the Interim University Council, overseeing all academic and administrative functions of the University of Medicine (2) Yangon and coordinating with the Ministry of Education and Ministry of Health of the National Unity Government.

Professor Dr. Khin Maung Lwin is a senior neurosurgeon and university rector currently serving as Deputy Minister of the Ministry of Health, appointed by the National Unity Government (NUG). He received his M.B.,B.S. from the University of Medicine 1, Yangon in 1987, and thereafter built a distinguished career in neurosurgery across Yangon General Hospital and Mandalay General Hospital.
He was promoted to Rector of the University of Medicine, Mandalay in 2015 and actively contributed to COVID-19 prevention and treatment efforts across Mandalay Region. Following the 2021 military coup, the University declared participation in the Civil Disobedience Movement. On May 16, 2025, the Committee Representing Pyidaungsu Hluttaw (CRPH) appointed him Deputy Minister of Health via Announcement No. 1/2025. He continues to serve the Spring Revolution with unwavering commitment.

Professor Dr Zaw Wai Soe is an orthopaedic surgeon, academic leader, and the founding Chancellor of the UM2 Interim University Council. He is the founder of Spine Surgery and Emergency Medicine in Myanmar and served as Rector of the University of Medicine 1, Yangon from 2015. He chaired the Myanmar Rectors' Committee from 2019 and was the vice chair of the COVID-19 Contain, Control and Treating Coordination Committee for Yangon Region.
Following the 2021 military coup, Dr Zaw Wai Soe joined the resistance government. On 16 April 2021, he was appointed by the National Unity Government as Union Minister for the Ministry of Health and the Ministry of Education. He currently serves as Union Minister at the Prime Minister's Office, NUG, and remains the main taskforce leader for reforming sixteen medical universities in Myanmar.
Key Positions
Following the military coup of 1 February 2021, the UM2 Interim University Council was established to ensure continuity of medical education and to support students who lost access to learning. The Council operates with full autonomy in teaching management and administration, collaborating with the Ministry of Education's Department of Higher Education and the Ministry of Health's Medical Education Department under the National Unity Government.
The Academic Board oversees all curriculum development, programme standards, and examination processes in alignment with international medical education benchmarks.
The Council manages student welfare, academic support services, and scholarship coordination for students displaced by the political crisis.
UM2 IUC actively promotes collaborative research and maintains partnerships with regional healthcare institutions and international medical bodies.
Day-to-day administrative functions and institutional coordination are managed transparently, with accountability to the NUG ministries of Education and Health.
