The academic departments and governance bodies of University of Medicine (2) Yangon
The Interim University Council (IUC) of UM2 Yangon was established in 2021 under the IUC Constitution to uphold academic freedom, protect the rights of the university community, and provide legitimate governance during the interim period. The council is composed of at least 15 members drawn from the following representative bodies.
Serves as the head of the Interim University Council and the university's highest representative. The Chancellor upholds university autonomy and liaises with academic and civil bodies.
Also known as Vice Chancellor (ဒုတိယ အဓိပတိ) at the University. Chairs IUC sessions and manages council administration. Coordinates between council members and oversees the documentation of all resolutions and meeting proceedings.
ဆရာကိုယ်စားလှယ် — represent the faculty and teaching staff of UM2.
ကျောင်းသားကိုယ်စားလှယ် — represent current students of UM2.
ဝန်ထမ်းကိုယ်စားလှယ် — represent UM2 staff participating in the Civil Disobedience Movement.
ကျောင်းသားဟောင်းကိုယ်စားလှယ် — represent UM2 graduates and the alumni network.
ပညာရှင် — represent research and scholarly expertise, providing advisory guidance to the council.
The IUC constitution (2021, amended 2022–2023) requires a minimum of 15 council members. Decisions are made by majority vote, with a quorum of two-thirds required for constitutional amendments. The council liaises and operates in solidarity with the federal government and unit governments in Myanmar.
The President of the Interim University Council, also holding the title of Vice Chancellor of UM2 Yangon, chairs council sessions, coordinates governance operations, and ensures the continuity of academic administration during the interim period.
The Academic Board (AB) functions as the senate of UM2 Yangon. It is formed by the Head, Leader, or elected Representative of each of the 18 Faculty Departments — or, in the absence of the Head or Leader, by a representative acting on their behalf. As the highest governing body for all academic matters, the AB holds full autonomy over curriculum frameworks, assessment design, competency benchmarks, and all university-wide academic decisions. Each Faculty Department, in turn, retains full autonomy over its own subject matter, syllabi, and assessment plans.

The Secretariat is the administrative unit responsible for running the offices of the Interim University Council and the Academic Board. It supports the day-to-day operations, documentation, and communications of both governing bodies.
